I tried to lead a dog

I tried to lead a dog back to its owner and when my brother called the number on the dog tag, the owner, I assume, called her back. I had the idea that I, and some other people who decide to join me, will find stray or lost dogs, see if they have an identification tag, and bring them back to their owners but if they don't have an identification tag, then we'll take care of them until someone claims them or until we come up with a plan on what to do with the dog... You know what, I want to expand it to animals in general now. I am such an animal person! XD

My brother had the idea of reopenning this animal shelter that my step-dad's mom used to own but she retired so he wanted to reopen it. When we finish college or something we'll put this plan into action... Do we need paperwork from the government or something (police, etc.) in order to do this kind of work?
